STUDENT HEALTHCARE CHANGES DUE TO THE SOTE REFORM

Release of the National union of university students in Finland (SYL) 5.3.2018

The legislation concerning the Finnish Student Health Service (FSHS) and its operations will change as part of the overall reform of social services and healthcare in 2020. The legislation on student healthcare is only being prepared now and the details of it will be confirmed in June 2018. However, based on information in the media, we can deduce the following:

  • The access to FSHS’s services will be widened to encompass students at universities of applied sciences (UAS), including students studying for a UAS Master’s degree.
  • Foreign students without degree rights will be excluded from the FSHS’s services.
  • The healthcare fee will be increased from 54 euros to 75 euros. At the same time, all FSHS’s client fees will be abandoned.
  • With the Sote reform, healthcare legislation will be streamlined. As a part of this process, the tasks of student healthcare will also be changed. This means that there will be less specialist medical care provided at FSHS.

However, the fact that specialist medical services such as gynaecologists and dermatologists will no longer be provided does not mean that students no longer will receive treatment for such. General practitioners can provide many of the services currently provided by FSHS. If a student needs the services of a specialist, FSHS will direct the student to specialist services.

The information we comment on here is based on the draft legislation as of now and there might still be changes to the draft.

CULTURE

18. Teekkarispeksi 2018: Hurma

It is summer 1914 at the Belfort Lyceum in France. Anna is preparing for the end-of-year ball with her classmates. Balls are always an important event, but now the Lyceum must also convince an inspector sent by the state, who is looking for even the slightest excuse to close down the school that is deemed as old-fashioned.

Anna, too, must do her part to make the evening perfect. Her thoughts are far off, however, as she receives a surprising letter from a secret admirer. Soon Anna makes a crucial mistake, one thing leads to another, and the result is truly not what anyone expected.

Speksi is a full-blooded, all-night musical, where actors, dancers, the orchestra and the diverse off-stage team create an entertaining, sincere and technically high-quality performance on the stage.

The thing that sets a speksi apart from normal plays and musicals is the audience and their participation. When a member of the audience yells “omstart”, the actor must improvise the scene again, tell a joke related to the situation or even start singing out of the blue, and then go back to the plot and the script. The orchestra, dancers and technology also participate in the improvisation. Omstarts are not practiced – they are created in the moment. Each show is different.

If you don’t believe it, come and see and try it yourself!

More information about the spring speksi can be found here: http://teekkarispeksi.fi/

20. Outo kantele record release concert on the 23rd of March

Outo kantele, the ninth record by KYN, conducted by Kaija Viitasalo, is an homage to the music of Jukka Linkola. The record comprises of two suites composed for KYN by Linkola: Loitsut (Incantations) and Outo kantele.

The music in Loitsut is full of joy, playful expression resembling the life itself, as well as simple beauty. Loitsut is a celebration of people and the nature, everyday wonders, happenings, work and of course love. The suite is colored with a vibraphone played by Panu Savolainen.

Outo kantele has fascinated audiences from France to Taiwan and charmed even a competition jury. In Outo kantele, Linkola has fused the world of folk poetry with a dose of bold cabaret spirit, a vibrant, even a bit theatrical expression, and a pinch of jazzy groove. The suite is starred by accordionist Johanna Juhola and pianist Kirmo Lintinen.

Warmly welcome!

26. New Into portal to be released on Monday, 12 March

The release date of the new Into has been postponed to Monday, 12 March.

Into (into.aalto.fi), the Aalto official student portal, has been undergoing a redesign process since last autumn based on student feedback and the results of the student service design project.

The biggest changes compared to the old version:

– a mobile version of Into is being released

The expansion of content will continue during the spring. We will collect feedback from students to improve Into further.

2. Survey about sexual harassment in the Aalto University, answer by the 12th of March

Helsingin tutkijanaiset ry is looking into the experiences of students and staff about sexual harassment in the Aalto University. Harassment includes e.g. intentional or unintentional actions, speech or text that the other party considers unpleasant.

All Aalto University students and staff members can respond to the survey. You can fill out the survey anonymously if you want to. The collected material is processed by the Board of Helsingin tutkijanaiset to promote anti-harassment work.

If you so wish, you can also authorize your response to be used for research purposes, in which case Helsingin tutkijanaiset commits to adhere to the instructions given by the Finnish Advisory Board on Research Integrity regarding good scientific practice.

The purpose of the survey is to gather information about harassment experiences in universities, and it is not a channel for obtaining personal help for the situation.

If you want to talk about improper behavior that you have e experienced or witnessed, you can contact AYY’s trained harassment contact persons Minna Mäkitalo, hairinta-nainen@ayy.fi, or Lauri Jurvanen, hairinta-mies@ayy.fi. The contacts are confidential and no action is taken without your consent.

New Housing Regulations enter into force on the 1st of March 2018

The AYY Representative Council decided about changes to the Housing Regulations at its meeting on Thursday, the 22nd of February 2018. The changes relate particularly to the conditions about the period of validity of the housing applications, reacting to housing offers, and the secondary leasing of apartments.

One significant change from the applicant’s point of view is the reduction of the period of validity of the housing applications from six months to three months. The change applies to new housing applications made on and after the 1st of March 2018, meaning that applications made before this date are valid for six months as stated in the old Housing Regulations. The validity period of these applications will be changed to three months when the applicant renews their application. The Domo system will still remind you via email about renewing your application well in time before the application expires.

Another significant change from the applicant’s perspective is the effect that receiving a housing offer has on the housing applications. Currently, when the applicant rejected the housing offer or let it expire, all the applicant’s housing applications for all housing groups, except the one that the housing offer pertained to, were returned to the queue. On the other hand, if the applicant accepted the housing offer, they were given the possibility to return only two housing groups to the queue. With the change to the Housing Regulations, the applicant may return their application to three housing groups (chosen freely by the applicant), regardless of whether or not they have accepted the housing offer or let it expire. The change will enter into force on the 1st of March 2018, and it concerns all applicants. Therefore, all applicants should now make sure that their housing applications only include apartments that they are willing to accept in order to prevent a situation where the applicant receives an unwanted housing offer, after which they can only return three housing groups to the queue.

Another change related to housing applications is the redefinition of neighboring municipalities in the scoring instructions. Neighboring municipalities include Helsinki, Espoo, Vantaa and Kauniainen, and applicants living outside these municipalities can have an urgency point added to their application for shared apartments.

The Housing Regulations were also modified to better adapt to the students’ changing life situations. In the future, you can secondary lease your apartment also to people who are not members of AYY from October to March for the duration of your exchange studies, internship done abroad, JOO studies conducted outside the neighboring municipalities, or military or voluntary military service. However, you are compensated for your right of residence only in cases where the secondary tenant is a member of AYY. Conducting JOO studies outside the neighboring municipalities will also entitle you to compensation for your right of residence.

For friend apartments, the Housing Regulations were changed so that you can continue living in a friend apartment as long as at least one of the tenants is a member of AYY with a valid right of residence. You can also apply for a friend apartment with a friend who no longer has a valid right of residence but who is still a member of AYY.
