Administrative regulation for the halls of residence was revised

When the housing stocks owned by TKY and KY merged in 2010, two sets of practices and regulations also merged together. This merger took place rapidly, which was also visible in the administrative regulation for the halls of residence supporting tenant democracy and the decision-making power of tenants.

The regulation was revised in cooperation with active residents. Preparatory work that began in June was completed on 10 Oct 2013 when the Student Union’s Representative Council approved the new regulation for the halls of residence. The new regulation has three major changes compared with the previous one.

1. The administrative power of the Village Senate was transferred under the housing cooperative body consisting of the representatives of all housing locations. In the future, the Village Senate only addresses issues related to the comfort of living and well-being of residents.

2. The regulations were unified between Teekkari Village and other residential properties. The purpose is to discontinue the varying practices between different student union apartments and reduce exceptions in the regulation text.

3. The castle warden was raised as the trustee/lead character of the residential property by giving more authority and responsibility to the person in the position.

In accordance with the new administrative regulation for the halls of residence, tenant democracy is formed as shown in the picture.

New Queues for AYY Furnished Apartments

AYY’s furnished apartments have been created their own apartment queues in the Campus system. Exchange students are priority when offering furnished apartments. Furnished apartments will only be offered to degree students, if there are apartments left after offering the apartments to exchange students.

Furnished apartments are rented out with fixed term contracts, with maximum duration of one year. This way AYY can be sure to always have furnished apartments available for new exchange students at the beginning of school terms.

Apartments offered through the queues of furnished apartments will next become available on the 1.1.2014. Exchange students who wish to get a furnished AYY apartment for the spring term should apply before 15.11.2013. At that date AYY will receive lists directly from the university on incoming exchange students and accept the applications into the queue. The order of the applications made by exchange students before 15.11.2013 will be randomized. All applications made after 15.11.2013 will be accepted into the queue immediately, but they will be lower on the queue than all the applications made before 15.11.2013.

Applications of incoming exchange students will not be accepted before 15.11.2013. They will wait approval until AYY receives the lists from the Aalto University.

For the year 2014, furnished apartments situated in Helsinki will mostly be offered to students designated by the Aalto BIZ.

All AYY apartment key services transferred to Otaniemi

All AYY apartment key services are transferred to the AYY Housing Office in Otaniemi. Whether you are fetching or returning keys, have lost a key or want to order extra keys, everything will be handled through the AYY Housing Office.

Keys of AYY apartments in Helsinki have been handled through the Töölö Service Point. Continuing handling the keys through Töölö was deemed unsustainable because the service was used very little (3-10 keys transferred per month) and the practice caused an unnecessary amount of trouble for the tenants. The key traffic to all AYY apartments can in the future be offered to tenants of all AYY apartments through the AYY Housing Office five days a week and with longer open hours than what was possible through the Töölö Service Point.

All key traffic will be moved to Otaniemi after the second week of September. Töölö Service Point will stop accepting keys after Thursday 12.9. and all keys will be transferred to Otaniemi on Monday 16.9. After that, all business about AYY apartment keys for all AYY apartments should be handled solely through the AYY Housing Office.

The exception are the keys of the apartments on Ida Aalbergin tie. The keys to those apartments will still be handled through the estate manager Petri Vornanen as before.

Tenants can still always exchange keys between themselves. For this you have to use the key exchange form you can fill in and print out on the AYY Housing Forms page. You can sign the contract, scan or photo it, and send it via email to AYY Housing Office (asuntotoimisto@ayy.fi) as an attachment.

Pests in the metropolitan area: guidelines for AYY’s residents

Finland has not had pests for a very long time but now the problem has come back here. Pests are a persistent problem, and their destruction requires fast action from the resident and the landlord.

Currently, the most common pests in student housing are bedbugs and beetles. Both have been found in AYY’s apartments. The best way to avoid pests is to take good care of the cleanliness and hygiene of your apartment. If you detect anything referring to pests in your apartment, please contact AYY’s housing office immediately. The housing office will immediately order professionals to check the apartment and do the necessary fumigation. The resident does not have to pay for these expenses.

Unfortunately, AYY cannot pay other compensation or provide rent reductions due to pest animals. Therefore, it is in everyone’s interest to keep the apartment in such a good condition that pests do not nest there. If the situation is prolonged, the worst case scenario with bed bugs is that you have to destroy entire pieces of furniture and AYY cannot compensate for them either. The faster AYY receives information on pests, the easier and quicker it is to destroy them and the less likely the problem will spread in other apartments and cause more expenses to anyone.

Because of this, also be very careful if you are going to take an abandoned piece of furniture in your home! Check the furniture very carefully and play it safe rather than carry pests to your home with an old arm-chair.

If pests are found in the apartment, AYY cannot offer a new apartment to the residents before the pest situation is fixed. Otherwise pests could spread in the new apartment with the transferred resident, and the problem would start all over again.

If AYY is not informed about pests or the problem gets worse or spreads in other apartments because of the tenant’s actions, the tenant may be charged the expenses of the pest control. This may happen if the apartment is considered particularly filthy and suitable for pests, or if AYY is not informed about pests and pests are carried to a new AYY apartment.

Lease contracts not sent by email before September

Housing all the new students will make it impossible to scan lease contracts at this moment. AYY Housing Office therefore can’t unfortunately send lease contracts to be signed by email before September. You can sign the lease contract when you come to pick up the keys or during the first week of September by visiting the Housing Office during normal open hours.

AYY will send information automatically to Kela monthly about all new tenants. If you wish to apply for student grants and attach a copy of your lease contract, you can come to sign the contract at the Housing Office. All accepted housing offers are binding for AYY also, so if you have accepted an offer, you are guaranteed an apartment in Finland.
